No. Any code that is created with an SAP license (developer license, subscription license, code exchange developer license etc.) is not allowed to be shared on other code sharing platforms than code exchange. The code exchange license allows you only to share code on code exchange.
If there is code that is created not using any of the SAP licenses (i.e. the software development tools, SAP APIs, SAP enterprise services etc.), it cannot be uploaded to Code Exchange.
